Issel’s first training took place within the Ligustica Academy under the guidance of Granara and Cambiaso. Moving to Rome, he approached the colonie de Rome, the circuit of Spanish artists linked to Mariano Fortuny y Marsal. His production is characterized by the attention to the landscape and to the military subjects, derived from the Garibaldi passion of youth.
Already in 1880 he had to abandon the profession of painter due to a serious eye disease. Among the works sent to the official exhibitions we mention: Reclute, Bivouac, Fishing boat, Alpine pasture, Towards evening; Beach, At the village, After sunset, Rapallo shipyard, Three hours to play.
